Building-Permission Evidence — 24 September 2026

The household-demand chain now has a primary administrative layer. Madhya Pradesh's ABPAS 3.0 explicitly supports citizen search, file tracking, online building-plan submission, inspection reporting and state-level MIS. Its public Layout Search currently exposes 2,356 searchable layout records across ULB/zone/ward/colony/layout fields. These are system and land-development signals, not building-start counts.

Dewas — direct primary evidence

Dewas Municipal Corporation reported in May 2023 that 95 unauthorised colonies were being regularised for infrastructure and building permissions. The same municipal record states that two named applicants had already received building-permission certificates in Anand Bagh Colony and that 5,971 families were covered across the 95-colony programme. This is direct evidence of residential permission/formalisation activity, but it is historical rather than a current 2026 flow.

Ratlam

Ratlam Municipal Corporation currently lists Building Permission as a municipal service and specifies a building map among required documents; its citizen charter lists a 20-day building-license standard. The underlying current permission volume has not yet been retrieved.

Remaining cells

Current 2024–2026 locality-level permission flows for Rau/Mhow, Pithampur, Ujjain and Badnawar remain unverified. No construction volume is being extrapolated from Dewas or from the statewide ABPAS interface.

Evidence gate: building-permission evidence = partially populated. The next technical task is to trace ABPAS citizen-search/report endpoints and ULB filters for current locality/year records. If the underlying application data is not publicly queryable, that limitation will be recorded rather than replaced with proxy estimates.

Owner-Built & Renovation Market Evidence — 24 September 2026

A first household-level market-proxy pass now supplements the developer/RERA pipeline. Current portal observations show independent-house and newly constructed/renovated stock in Rau/Mhow, Pithampur, Dewas, Ujjain and Ratlam/Jaora; Badnawar currently yields a construction-land precursor rather than direct new-build evidence. These observations are deliberately treated as market observations, not counts of owner-commissioned construction starts.

Rau / Mhow

Owner/new independent-house observations include a premium new-property listing in Rau and an owner-posted Mhow house classified as newly constructed. Rau also has a separately observed owner-posted renovation listing.

Pithampur

An owner-posted 500 sq ft independent house is listed as new property/newly constructed. Portal metadata contains contradictory possession information, so no build date is inferred.

Dewas / Ujjain

Owner-posted newly constructed independent houses are observable in both markets, including low-ticket and premium examples. These demonstrate market stock, not commissioning volume.

Badnawar / Ratlam

Badnawar has an owner-held residential plot with stated three-floor construction allowance. Ratlam and Jaora show newly constructed independent-house listings, including owner-posted stock.

Evidence gate: owner-built/renovation = partially populated. The missing hard evidence is locality/year-level building-permission and completion data, plus direct evidence of owner commissioning and renovation activity. MP's ABPAS 3.0 provides citizen search, file tracking and state-level MIS, but the public landing-page live statistics are currently zero and are therefore not used as construction-volume data.

INDIA INTELLIGENCE

Market Intelligence

Demand, wealth, property signals, competitors and local market evidence.

Purpose

This section isolates the market intelligence layer of the Indore–Malwa operating model so the dossier remains navigable rather than becoming one uncontrolled document.

Control Principle

Every practice must have an owner, a source of truth and evidence that it was actually performed.

Decision Gate

Progress is authorised by demonstrated readiness—not optimism, urgency or informal assurances.

Operating Outcome

The objective is repeatable, accountable execution that can later be replicated in additional Indian theatres.

Development status

This page is now the dedicated destination for substantive passes in this domain. The earlier PASS 1–280 roadmap remains the master architecture; future development will deepen each topic here with actual operating logic, evidence, templates and decision criteria rather than repeated placeholder paragraphs.

SUBSTANTIVE DEVELOPMENT · CURRENT PASS

Working doctrine

These sections replace the initial framework-only treatment with actual strategic and operating conclusions. Each topic is intended to create a decision rule, evidence requirement or management control that can be tested in the Indore launch.

Market Intelligence

Indore–Malwa should be evaluated as a premium residential demand system rather than a generic construction market. The relevant question is whether households with capital, land access and a preference for managed execution exist in sufficient density to support a disciplined operator.

Demand Signals

Track plot purchases, independent-home construction, premium renovation activity, architect commissions and wealth creation rather than relying on broad city population figures.

Customer Economics

A viable customer must have both spending capacity and willingness to pay for reduced coordination burden. Wealth alone does not create demand for a managed premium delivery model.

Property Intelligence

Map the micro-markets where independent residences, redevelopment and bespoke construction cluster. The service radius should follow project density, not administrative boundaries.

Competitive Intelligence

Classify competitors by what clients actually buy from them: design, contracting, project management, relationships or price. The opportunity exists where coordination and accountability remain fragmented.

Trust Landscape

The early market is relationship-led. Architects, professional networks, property intermediaries and prior-client referrals are likely to matter more than broad lead-generation volume.

Market Monitoring

Maintain a recurring evidence review covering premium property activity, competitor movement, material and labour conditions, customer sentiment and regulatory changes.

Strategic Conclusion

Indore–Malwa remains a launch hypothesis until live acquisition data proves conversion. The market is not validated by a report; it is validated by qualified opportunities converting into commercially acceptable projects.

FIELD EVIDENCE · SEPTEMBER 2026

Micro-market evidence points to a fragmented premium residential geography—not one uniform Indore market.

Current listing and market signals indicate materially different residential conditions across Palasia, Vijay Nagar, Nipania, Pipliyahana, Super Corridor and Rau. Housing.com’s current price-trend pages show strong variation between these localities, reinforcing the need to build the launch around micro-market selection rather than city-wide averages.

Premium independent-home supply is visible—and that matters.

Current marketplace inventories show a meaningful spread of villas and luxury houses across Indore, including premium stock in Nipania and other established and emerging residential zones. This does not prove the exact size of Vasundhara’s addressable execution market, but it does demonstrate that independent and villa-style housing is an active product category rather than a theoretical niche.

Nipania deserves first-tier observation.

Nipania combines premium residential positioning with visible luxury-villa supply. BCM First World explicitly markets resort-themed villas and villa plots in Nipania, while current marketplace data also shows a substantial independent-villa presence. For Vasundhara, the relevant question is not whether to sell into every project there, but whether affluent owner-led construction and renovation opportunities cluster around the same ecosystem.

Super Corridor is a different proposition: future-oriented growth rather than automatically premium execution.

Super Corridor benefits from infrastructure and employment connectivity and now has an expanding metro context. Its property profile is broader than the mature premium enclaves, however. Vasundhara should therefore distinguish between speculative/volume housing demand and genuinely high-value bespoke owner projects before allocating permanent commercial resources.

Rau should be treated as a separate customer economy.

Rau’s growth and connectivity make it strategically relevant, but its residential economics and customer profile should not be assumed to match Palasia or Nipania. The launch model should qualify projects individually and use actual budgets, client authority and scope complexity rather than geographic labels as a proxy for premium viability.

Competitive implication: Vasundhara enters an existing luxury vocabulary.

Indore already contains established developers and projects marketing villas, lifestyle communities and premium residences. The competitive opening is therefore unlikely to be simply “luxury homes.” Vasundhara’s stronger differentiation hypothesis remains managed, accountable bespoke delivery for owners who do not want to personally coordinate a fragmented chain of designers, contractors and suppliers.

Immediate fieldwork priority

The next validation step is to convert online evidence into a local opportunity map: identify the most promising micro-markets, catalogue active premium projects, map architects and specialist networks, and test where owner-led projects actually originate. This is the bridge between desk intelligence and the first real acquisition campaign.

PRIMARY ADMINISTRATIVE EVIDENCE · 26 SEPTEMBER 2026

The Malwa operating cell has a real administrative and industrial geography behind it.

Official district sources add a useful hard baseline to the private-market signals. Indore district's administration currently lists 3,276,697 population, 2,427,709 urban population, 848,988 rural population, 676 revenue villages, 312 gram panchayats and 9 urban local bodies. These figures are an administrative baseline, not a current 2026 household-demand estimate.

The Dhar district industrial profile identifies Pithampur as a large industrial area and describes an auto cluster established with Government of India support. Its published industrial-area table records 2,323 plots and 1,406 units in production across the listed industrial areas, with Pithampur 1 alone showing 419 plots and 414 units in production. The page was last updated 16 September 2026, but the underlying industrial table is not independently dated, so it is treated here as structural evidence rather than a live 2026 operating count.

Ujjain's district administration describes the district as a Tier 2 geography with 1,986,864 population and 1,112 villages, and its current site also exposes a district GIS covering roads, land use, utilities, schools, hospitals and other infrastructure. Together these sources strengthen the case for treating Malwa as a connected set of operating cells rather than a single city market.

Research discipline: administrative geography establishes settlement, institutional and industrial structure; it does not establish premium custom-home demand, conversion rates, willingness to pay or professional capacity. Those remain field-validation variables.

EVIDENCE PASS · 24 SEPTEMBER 2026

Private residential market: first downstream evidence block

The first evidence pass moves the Malwa dossier from a general market hypothesis to a cell-level discovery register. Current portal evidence shows private residential development signals in all six canonical validation cells, but these are discovery signals rather than official MP RERA counts.

Rau / Mhow

Rau shows substantial current portal inventory, including an observed ₹1.4 crore independent-house project. Mhow shows multiple RERA-labelled plotted developments, including Tirupati Park (347 units) and Maa Ginni Vihar Extension (185 units).

Pithampur / Dhar edge

Pithampur has a smaller current portal result set, while a primary environmental-clearance record documents a proposed 661.3-hectare residential township in Sector 7. That is development evidence, not proof of delivered demand.

Dewas / Ujjain

Current portal inventories are substantial in both markets. Dewas shows plotted projects in New Amona and Rajoda; Ujjain shows a large RERA-labelled inventory and a premium independent-house resale observation.

Badnawar / Ratlam

Badnawar shows multiple plotted developments, including Shree Ram Avenue. Ratlam shows current RERA-labelled inventory, plotted development in Jaora and an independent-house resale observation.

RERA reconciliation update — 24 Sep 2026: secondary-source reconciliation now covers representative projects across Pithampur, Dewas, Ujjain, Badnawar and Ratlam. Registration identifiers were reproduced for Arihant Residency (P-MHW-17-390), Harshita Vihar (P-OTH-24-4814), Shrinath Chandan City (P-IND-25-5755), Tirupati Delight (P-UJN-19-2391), Mahaveer Nagar (P-TRN-24-4825), Shree Ram Avenue (P-BNW-24-5176) and Felicity Colony (P-JRA-24-5292). The exercise also exposed material denominator conflicts that must not be silently resolved: Maa Ginni Vihar Extension is reported as 185 units by Housing.com versus 81 plots in Horizon; Shree Ram Avenue as 98 versus 44; Felicity Colony as 79 versus 49. These figures remain provisional because direct MP RERA access was unavailable in this research environment.

Gate status: private-residential-market = partially populated. The next hard gate is one-to-one MP RERA reconciliation plus owner-built/new-build/renovation evidence. No opportunity score has been assigned.

EVIDENCE PASS · 24 SEPTEMBER 2026

Professional & Service-Supply Intelligence

The first professional-supply pass maps identifiable architecture, interior, civil-engineering and integrated design/build capability across all six canonical Malwa validation cells. Presence is not treated as capacity: current business activity, residential relevance and execution capability are recorded separately.

Pithampur / Dhar edge

Concrete execution-oriented supply is visible. Vision Civil Solutions documents architecture/civil/planning and construction/approval support from a Dhar head office with a Pithampur branch. Vibe By AMR Buildtech has dedicated Pithampur residential-interior and turnkey-execution services, including procurement and multi-trade coordination.

Dewas South / West

Knock The Builder provides the clearest integrated local signal in this pass: its current site describes design-and-construction workflow, while its Dewas contact record is current. Its professional profile explicitly includes custom homes, renovation, interiors and new-home construction.

Ujjain–Dewas axis

Ujjain has identifiable local architecture/interior practices. Rishabh Wasunia Design Associates has visible residential BIM activity, including a G+1 bungalow model. Knock The Builder also declares Ujjain within its service area, but declared service area is not counted as proof of completed Ujjain work.

Ratlam / Jaora

Ratlam and Jaora show several identifiable architecture/build/interior practices. Fatemi Infra and Architect Utkarsh Acharya have current residential-project evidence through professional listings and homeowner/project references. The supply appears fragmented across multiple small practices rather than concentrated in one integrated provider.

Indore West / Rau–Mhow

Indore has multiple integrated architecture/interior/construction practices, while Mhow has at least one identifiable interior-architecture office. The specific Rau corridor still needs direct professional-density validation; Indore-wide directory presence is not being projected into Rau.

Badnawar–Dhar

This cell has the weakest direct local primary evidence. Current professional directories show architects and builders serving Badnawar, but many identifiable practices are actually based in Dhar or Ratlam. This is a service-supply signal, not proof of a local execution ecosystem.

Gate status: professional/service-supply mapping = discovery complete, capacity validation incomplete. No provider ranking or score is assigned. The next hard layer is contractors, structural engineers, surveyors, MEP, fabricators, kitchens and other specialist residential vendors, followed by primary registration/portfolio verification of the most relevant practices.

EVIDENCE PASS · 24 SEPTEMBER 2026

Execution & Specialist Supply

The professional map now extends beyond architects into actual execution and specialist layers. The evidence is still a discovery map, not a contractor ranking: provider presence, residential relevance and execution scope are kept separate.

Dewas — integrated execution + specialists

AMR BuildTech currently documents house construction, duplex construction, structural execution, approvals, interiors and whole-building renovation in Dewas under one coordinated team. A separate current local-business record identifies Burhani Interior Studio with interior design, restoration, kitchen renovation, furniture and on-site services. This gives Dewas evidence across both integrated delivery and specialist trades.

Pithampur — execution ecosystem visible

Vision Civil Solutions documents home design, structural design, cost estimation, turnkey construction and site supervision and lists a Pithampur branch. Current residential-builder directories also identify construction builders and consultants in Pithampur. The latter remain provisional until primary project evidence is obtained.

Mhow / Rau — contractor reach exists

Current professional listings serving Mhow contain multiple civil-engineering and contractor practices, including house-construction references. However, many are Indore-based service providers, so directory presence cannot be converted into local Mhow capacity or Rau coverage.

Badnawar — official ecosystem signal

Badnawar remains thin in direct private-provider evidence, but an official 2024 Madhya Pradesh procurement/empanelment record explicitly covers architects, survey agencies, structural consultants, MEP consultants, legal consultants and project-management consultants for Badnawar initiatives. This establishes an identifiable professional ecosystem, but not private residential workload.

Ratlam / Jaora

Existing evidence continues to show architecture/build practices in Ratlam and Jaora. The next step is to separate design practices from actual general contractors, structural engineers and specialist vendors so that execution capacity can be measured rather than inferred.

Control rule

No provider count becomes a competitive score. No declared service area becomes a completed-project claim. No public-procurement appointment becomes private-residential demand. These distinctions remain active controls in the evidence ledger.

Gate status: execution/service-supply discovery = materially expanded; capacity validation remains incomplete. Next: specialist vendor mapping and primary provider verification, followed by the six-cell serviceability matrix.

EVIDENCE PASS · 24 SEPTEMBER 2026

Specialist Vendors & Six-Cell Serviceability

The supply map now extends to the components and trades that determine whether a residential project can actually be delivered: kitchens, furniture, PVC/interior components, steel and aluminium fabrication, and integrated civil/interior execution. A qualitative serviceability matrix has been added without turning provider counts into scores.

Pithampur / Dhar edge

Specialist supply is concrete. Rajshri Plastiwood has a Pithampur address and supplies PVC kitchen cupboards, doors, wall panelling and false-ceiling products. Current local records also identify Aadhar Shila Home Design and fabrication/furniture businesses. Vibe By AMR Buildtech connects Pithampur projects to turnkey execution and specialist sister brands.

Dewas

Dewas now has evidence at several layers: integrated construction through AMR BuildTech, specialist interior/restoration/kitchen work through Burhani Interior Studio, and local steel/aluminium fabrication. This supports a more complete execution ecosystem than the earlier architect-only map.

Ujjain

Ujjain has particularly clear specialist evidence. Davenport documents factory-made custom modular kitchens and installation; Shree Home Design documents residential interiors, kitchens and an 80-km service radius; AMR BuildTech documents Ujjain kitchen installation and site-inspection services. Local engineering/design/build and furniture/hardware supply is also visible.

Badnawar

Badnawar has direct local furniture/door and aluminium-fabrication observations. Combined with the earlier official professional-ecosystem record, this means the cell is no longer “no local supply”; the unresolved question is project-scale execution capacity and how much specialist work is sourced from Dhar/Ratlam.

Ratlam / Jaora

Professional and design-build supply is well evidenced, but specialist-vendor mapping remains incomplete. Current Houzz searches identify 11 design-build professionals and 14 home-builder/construction professionals within the Ratlam 50-km search, with Fatemi Infra and Architect Utkarsh Acharya carrying explicit residential evidence. These are discovery counts, not unique active-provider counts.

Rau / Mhow

The cell remains the least resolved at specialist-vendor level. Indore-based providers declare service areas into Rau/Mhow and current Mhow contractor supply is visible, but direct Rau-specific kitchen, fabrication and specialist-vendor evidence still needs field verification.

Qualitative serviceability matrix

Local supply

Pithampur: strong · Dewas: strong · Ujjain: strong · Ratlam/Jaora: strong professional layer · Badnawar: partial · Rau/Mhow: partial.

Cross-cell supply

Strong evidence exists for Indore/Dewas/Pithampur/Ujjain/Ratlam practices serving beyond their immediate base. Declared service areas are retained as signals, not completed-project claims.

Execution evidence

Pithampur, Dewas and Ujjain now have explicit integrated execution evidence. Ratlam has design-build evidence. Badnawar and Rau/Mhow still require stronger project-level verification.

Control

No serviceability score is assigned. The matrix becomes quantitative only after actual provider-to-cell travel times, workload/capacity, project-flow evidence and specialist availability are measured.

Gate status: specialist-vendor discovery = substantially populated; six-cell serviceability = qualitative and provisional. Next hard inputs: Ratlam/Jaora and Rau/Mhow specialist mapping, travel-time measurement and primary provider verification.

EVIDENCE PASS · 25 SEPTEMBER 2026

Six-Cell Residential Construction & Commissioning Census

The household-demand layer has now been expanded across all six canonical Malwa cells in one consolidated pass. The evidence chain now includes formal building-permission systems, owner-linked construction cases, district housing-credit planning, and public-housing pipeline records. These signals are deliberately kept separate from private RERA inventory.

Indore West / Rau–Mhow

Indore has a formal ABPAS system with citizen search and state MIS, documented owner-linked residential permission cases, and district housing-credit planning for FY2024-25. A secondary report also records 300 online permissions reviewed by IMC over two months. None of these figures is treated as a count of new private houses.

Pithampur / Dhar edge

ABPAS explicitly supports MPIDC/MSME notified areas, while MPIDC maintains building-plan approval and search facilities. Dhar’s FY2024-25 credit plan contains a housing allocation, but it is district-wide and cannot be assigned to Pithampur without finer data.

Dewas South / West

Dewas Municipal Corporation exposes online building permission, and a High Court record provides a concrete owner-linked construction case after municipal permission. PMAY-U completion data provides public-housing context but is not mixed into private demand.

Ujjain–Dewas axis

Ujjain has a direct owner-built construction case tied to municipal permission. A PMAY-U project record also identifies 2,884 EWS dwelling units in Ujjain; this is retained as public/affordable housing pipeline rather than premium private demand.

Badnawar–Dhar

Badnawar now has an official building-permission service signal covering rural and urban contexts. Dhar’s district housing-credit plan provides a finance context, but the cell still lacks a town-level permit and commissioning denominator.

Ratlam outward catchment

Ratlam has online building-permission infrastructure, district housing-credit planning, an owner-linked house/permission case in the wider catchment, and a PMAY-U project record for 1,483 EWS dwelling units. Public and private demand remain separate evidence streams.

What this pass proves—and what it does not

It establishes formal residential-construction entry points across all six cells and direct owner-built construction evidence in multiple cells. It does not yet establish annual private-house starts, completion rates, renovation volumes, average project value, or the number of households willing to commission managed design/build services.

Gate status: household demand = partially populated. Next hard evidence: direct ABPAS/municipal permit records, completion/occupancy records, renovation/addition applications and finer-grained housing-credit data. No settlement opportunity score is assigned.
