INDIA INTELLIGENCE
Commercial & Financial Controls
Estimating, scope, procurement, changes, cash discipline and project economics.
Purpose
This section isolates the commercial & financial controls layer of the Indore–Malwa operating model so the dossier remains navigable rather than becoming one uncontrolled document.
Control Principle
Every practice must have an owner, a source of truth and evidence that it was actually performed.
Decision Gate
Progress is authorised by demonstrated readiness—not optimism, urgency or informal assurances.
Operating Outcome
The objective is repeatable, accountable execution that can later be replicated in additional Indian theatres.
Current operating position
This page is an operating control surface for the Indore–Malwa pilot. The framework is being converted into testable decision rules, evidence requirements and management controls; unresolved claims remain explicitly provisional until validated.
Commercial Controls
Profitability is governed before the contract is signed and continuously tested after mobilisation.
Estimating
Separate quantities, specifications, labour, preliminaries, supervision, contingency and contribution so assumptions can be challenged before commitment.
Scope
Maintain explicit inclusions, exclusions and assumptions. Ambiguity should be visible rather than hidden inside a headline price.
Commitments
Track committed cost as well as invoices. A project can lose margin long before accounting records reveal the problem.
Variations
A change requires documented scope, time and cost impact plus authority before normal execution.
Cash
Use a rolling forecast linking client collections, supplier commitments and internal expenditure. Revenue without cash discipline can still threaten the company.
